Improving Service Quality Through TQM and E-Governance in Kerala for Policy Implication

Abstract : Indian Standard Organisation is providing certification to firms, companies, organisations and institutions which aims at ensuring the requirements of the customers and other beneficiaries in their service delivery mechanism. It mainly associates with the Quality Management System. Total Quality Management (TQM) is an important factor at the time of implementing ISO 9001-2008 Certification. Local Self-government is a form of public administration lies at the lower level of a State. In India, for a better and effective administration, the country is divided into different States. Each State is again divided into number of districts and again these districts are divided into 3 different categories. They are Grama Panchayats at Village level, Block Panchayats at Block level and Zila Parishad/ District Panchayat at District level. The main goal in analysing the TQM ISO 9001-2008 Certified Grama Panchayats is to assess the present condition of the Panchayats in terms of services, which is being provided to the ordinary people and also to understand what is the impact after providing various facilities for the welfare of the people even after obtaining the ISO Certifications.
