Abstract : Research assessment for funding decisions, especially at individual level for thrust-areas is one of the major challenges that are being faced by nations. Owing to the limitations of peer review process as well as the quantitative/scientometric indicators for this purpose, informed peer review is widely explored as a reliable option. However, the limitations of existing widely used indicators such as h-index and impact factor and lack of systematic procedure to ensure coordination of both the approaches for a decision framework is posing challenges to informed peer review. In this work, two indicators namely relevance-incorporated expertise indices are devised and a framework that consists of quantitative/scientometric assessment framework and decision framework is developed. The framework, especially the quantitative framework, is illustrated and it is found that the relevance-incorporated expertise indices are more advantageous and useful than h and g indices and this ensures the usability of the framework for informed peer review process.
