Project Title : An Empirical Investigation on the Effectiveness of POCSO ACT 2012 in Kerala
Status : Completed
Funding Agency : Indian Council of Social Science Research (ICSSR)
Duration : One Year
Brief Description:  This research project, titled “An Empirical Investigation on the Effectiveness of the POCSO Act 2012 in Kerala,” examines how effectively the Protection of Children from Sexual Offences (POCSO) Act is functioning in safeguarding children and delivering justice within the state. Despite Kerala’s high literacy rate, the state has witnessed a significant rise in POCSO cases, delays in case disposal, and underreporting of child sexual offences. The study aims to assess the Act’s practical impact, public awareness levels, challenges in reporting, barriers to speedy trials, and the recovery and welfare mechanisms available to affected children.

Adopting a descriptive, fact-finding approach, the research uses both primary and secondary data from police departments, Child Welfare Committees, legal professionals, schools, parents, and guardians across selected districts with high POCSO case rates. Through interviews, surveys, and statistical analysis, the study seeks to identify systemic gaps and evaluate existing legal and institutional measures.

The project also emphasizes awareness and preventive education, proposing school-based programs, workshops, and curriculum integration to empower children, strengthen reporting systems, and support policy improvements for child protection in Kerala.
