Avinash Agarwal is an Indian Telecommunication Service (ITS) Officer of the 1992 batch with more than 32 years of experience in Telecommunications, Information Technology, and Broadcasting in the Government of India.
He recently served as Deputy Director General (International Relations) in the Department of Telecommunications, where he led India’s participation in ITU, APT, and other multilateral engagements. He also guided the telecom track of Free Trade Agreement discussions with the EU and New Zealand.
From 2021 to 2024, he served as Deputy Director General at the Telecommunication Engineering Centre, heading the Standardisation and Convergence & Broadcasting Divisions, contributing to national standards, testing frameworks, and work on Trustworthy Artificial Intelligence.
Previously, as Additional Director General (IT) at Prasar Bharati, he led major digital transformation initiatives for Doordarshan and All India Radio, including the Global Digital Platform and the News On Air mobile application. He also served as State Head (Haryana) for BharatNet roll-out under BBNL, providing Optical Fibre Cable connectivity to 6000+ Gram Panchayats in Haryana.
He contributes actively to international standardisation as Vice-Chair of ITU-R Study Group 5, Vice-Chair of ITU-T Study Group 21, Rapporteur for ITU-T Q1/21, and Associate Rapporteur for Q20/21.
He has published research on AI governance and trustworthy AI, and was an invitee member contributing to the development of the India AI Governance Guidelines released by the Office of the Principal Scientific Adviser.
He is passionate about responsible AI, digital inclusion, standardisation, and building secure future-ready telecom ecosystems.
