Definition, nature and Scope, functions, skills. Social Welfare administration as a method of Social Work, The principles of SWA, Evolution of social welfare administration in India. Administrative setup & functions; Center level, State level, & Local level.

Unit 3

Human Services Organisations and welfare administration

History and evolution of HSO in the World & India. Need for welfare and Developmental Organisations, Types of Organisations; Voluntary Organisations and their functions; Registration of organisations- Societies Registration Act, Indian Trust Act and Non-profitable companies; Organizational Structure: Skill training in bye-law preparation and Memorandum of Association (MOA).

National Policy on Voluntary Sector – 2007. Problems and challenges in administration of Voluntary organization. Digital technology and tools for Welfare Administration in HSOs 

Unit 4

Social Welfare Programmes for Various Populations  

Overview of programmes by the Social Justice Department and Women and child development Departments of the State and Central Governments. Programmes for : Scheduled Castes (SCs) and schedule tribes (STs), other backward classes (OBCs), religious and linguistic minorities, Programmes for Women, children, older persons and persons with disabilities (PWDs), transgender, mentally Ill persons, refuges, Substance Use, internally displaced persons (IDP) and project affected persons (PAPs). Unit 5

Administration of HSOs/CSOs/VOs

Office administration, reporting and preparation of annual reports; Financial administration. Resource mobilization: Fund Raising. Digital Technology and Artificial Intelligence for reporting. Income Tax Act Sections 12A, 35AC, 80G & 80 GGA; Foreign Contribution Regulation Act (FCRA) 2010. Need for effective implementation of FCRA provisions and challenges for government and VOs. Recent changes in Policy and Administration

Course Objectives:

1. Introduce the foundational concepts, evolution, and importance of social welfare and administration in India.
2. Develop an understanding of Social Welfare Administration (SWA), its principles, functions, skills, and administrative structures at various governmental levels.
3. Enable students to understand Human Service Organisations (HSOs), their history, types, legal processes, registration, and governance.
4. Familiarize students with major social welfare programmes for diverse populations across central and state governments.
5. Equip students with knowledge and skills in administrative procedures, reporting, financial management, resource mobilization, and understanding regulatory frameworks like FCRA and Income Tax provisions.

Course Outcomes:

• CO1: Explain the meaning, evolution, and significance of social welfare and administration, including POSDCORB and principles of management.
• CO2: Describe the nature, scope, functions, and principles of Social Welfare Administration and administrative structures at central, state, and local levels.
• CO3: Analyze the evolution, types, and legal frameworks of Human Service Organisations, including registration acts and organizational governance.
• CO4: Identify and evaluate social welfare programmes for diverse and vulnerable populations in India.
• CO5: Apply administrative and financial procedures in HSOs/CSOs/VOs, including reporting, fundraising, and regulatory compliance (12A, 80G, FCRA).

Skills:

• Develop the ability to critically analyze social welfare policies, understanding their implications and impact on diverse populations.
• Develop skills in evaluating the effectiveness of social welfare programs and interventions.
