Unit 1

Concepts– Definition, general principles, and scope of urban community development. Origin and growth of cities; theories of urban development- Central place Location Theory and Sector Theory, Characteristics of urban societies, Factos influencing urban growth and transformation, Types of cities, process of urban development – concentration, centralization, and suburbanization. Urban Zones – The Loop ; Zone in transition, the residential zone and the commuter’s zone. Integration of Smart City Mission, Technology based urban planning, and digital twins for urban management

Unit 2

Urbanism, urban ecology– Population; environment; technology and organization; the process – concentration, centralization, segregation, invasion and succession, Rural urban contrast, urban locality, urban agglomeration and metropolitan growth, Sustainable Urban Development – urban renewal, green cities, and climate-resilient infrastructure. urban population, urban growth, urbanization, Urban renewal, urban migration and other related terms. Sustainable development of urban cities, planned cities – Modern trends in Urbanisation

Unit 3

Social organization in urban settings- Cultural, social, political aspects of urban life Urbanization and industrialization, Social consequence of urbanization Urban problems; overcrowding, disorganization, crime, delinquency, white collar crime, unemployment, labour problems, prostitution, alcoholism, beggary, poverty, slums, migration , Waste management. Urban social welfare in India, Urban outlook and social change, Urban and Town planning, Models of Urban development in India, 74th Amendment of the constitution and public private partnership in urban development. Slum development board

Unit 4

Good Governance- Understanding concepts and frameworks of Good Governance, Actors of good governance – Government, Civil Society, Private Sector, and Citizens. Role of Civil Society and Community-Based Organizations in promoting transparency. Essentials of Good Governance, – Rule of law- accountability, transparency, participation inclusiveness and responsiveness. E-Governance and AI-assisted decision-making systems for public service delivery. Case studies: Urban Governance Index (UN-Habitat), Digital Governance in India, and real-time dashboards in urban administration

Unit 5

Tools for Good Governance – Human Rights, Social Audits, Citizen Charters, and RTI Act. AI and Big Data for governance monitoring and citizen feedback mechanisms. Futuristic perspectives of Good Governance in globalized and digital world. Promotion of Good Governance by UNDP, IMF, World Economic Forum and World Bank. India’s Digital Governance Framework (Digital India, AI4Cities, Open Data India Portal 2025).

Introduction

This course provides an in-depth understanding of urban community development and the dynamics of urban governance in India and across the globe. It focuses on the structural, socio-economic, and environmental dimensions of urban society, emphasizing participatory and sustainable development. Learners will explore how digital technology, data analytics, and AI-driven urban management systems are reshaping the planning, delivery, and monitoring of urban governance.

Objectives and Outcomes

Course Objectives:

  1. To understand the various aspects, characteristics, and problems of urban communities.
  2. To comprehend the concept and evolution of urban community development and its relevance in the global context.
  3. To develop knowledge about social organization in urban settings and its relation to industrialization and modernization.
  4. To understand the principles and practice of good governance, focusing on accountability and inclusiveness.
  5. To enhance awareness about the actors, tools, and technologies (including AI and e-governance) that promote transparency and effective governance in urban contexts.

Course Outcome:

After completing this course, learners will be able to:

  1. Identify the structural and functional characteristics of urban communities and their problems.
  2. Analyze urban development theories, patterns, and the socio-political context of cities.
  3. Examine social organization and challenges in urban settings, including issues of marginalization, urban poverty, and governance.
  4. Evaluate principles and practices of good governance, emphasizing citizen participation and institutional accountability.
  5. Apply AI and digital toolsin promoting urban sustainability, smart governance, and community empowerment.
