Syllabus

Unit 1

Rural Community and Community Development- Conceptualization and definitions, Characteristics of rural community. Rural Economy of India, Paradigms of Rural Development, Determinants of Rural Development. Framework for community and economic development. Social capital and community building.

Unit 2

Rural Problems and Interventions – Problems: Rural Poverty; Rural-urban migration – forced migration & eviction; Agrarian crisis including farmers’ suicide; Food security – current challenges; Land acquisition and related issues; Social exclusions; Issues and reforms regarding public sector units – privatization. Human–wildlife conflict and climate-induced livelihood challenges. Interventions: Salient features of various policies for Rural Development in India; Rural development agencies and its role; Major Rural Development Programmes in India; Critical analysis of the earlier programmes and discussion on current programmes. Role of Panchayati Raj Institutions (PRIs), Self-Help Groups (SHGs), and NGOs. Use of AI and GIS tools in rural planning, data analytics – poverty mapping, resource mapping and social audit.

Unit 3

Planning and Organizing Rural Development- Planning – Levels and functions of planning; Decentralization of planning; Methodology of micro-level planning, Methodology for block and district level planning; Techniques of Participatory Rural Appraisal (PRA) in Rural Development. Community asset mapping. Digital participatory tools. Organising – Designing an appropriate organization, Government organizations, Panchayati Raj organizations, Gram Sabha: Concept, Significance, Structure & Powers. Cooperatives, and Voluntary Agencies. Social Audit and its role.

Unit 4

Tribal Community Development

Tribes & Problems of Tribes-Tribe – Conceptualization and definitions of tribe , Characteristics, Socioeconomic and Cultural aspects of tribal life. Tribal leadership -Local, State, and National levels. Problems – livelihood insecurity, displacement, forest rights, rehabilitation, education, and health. Emerging issues: climate change, digital divide, and gender inequality among tribal populations – Use of AI and remote sensing in tribal regions for mapping  and intervention planning.

Unit 5

V Tribal Development Programmes and Interventions- Historical evolution of tribal development administration – Major tribal development programmes –  Role of Integrated Tribal Development Projects (ITDPs) – Role of voluntary organizations, NGOs, and CSR initiatives  – Participatory tribal development – community-based forest management and traditional governance systems.

Introduction

This course introduces the structural and functional aspects of rural and tribal communities in India, emphasizing their socio-economic dynamics, governance systems, and developmental challenges. It examines the evolution of rural and tribal development policies, programmes, and participatory planning processes. The course also incorporates contemporary approaches such as digital governance and AI-based solutions for rural and tribal transformation.

Objectives and Outcomes

Course Objective:

  1. To understand the concepts of Rural, Rural Community, Development, and Community Development and the structure of the rural economy in India.
  2. To analyze models and determinants of rural and tribal development and comprehend planning mechanisms.
  3. To explore key rural and tribal issues and assess the roles of social workers and community-based organizations in addressing them.
  4. To critically evaluate rural and tribal development policies, governance mechanisms, and digital innovations, including AI applications in developmental planning and monitoring.
  5. To understand tribal socio-economic systems, cultural dimensions, and evaluate contemporary tribal development interventions and rights-based frameworks.

Course Outcome:

After completing the course, learners will be able to:

  1. Understand and interpret rural and tribal community structures, dynamics, and developmental indicators.
  2. Apply models and determinants of development for effective community planning and sustainable livelihood promotion of rural and tribal communities.
  3. Identify and analyze key rural and tribal problems, formulating professional interventions for inclusive growth.
  4. Evaluate the implementation and outcomes of government schemes and decentralized governance initiatives for rural and tribal communities using participatory and digital tools.
  5. Understand the use of AI and ICT-based applications in monitoring and evaluating rural and tribal development programmes for evidence-based decision-making.
