Amrita and Telecommunication Engineering Centre Join Hands to Advance Trustworthy and Responsible AI

Amrita Vishwa Vidyapeetham and the Telecommunication Engineering Centre, Department of Telecommunications, Government of India, have entered into a collaboration to advance research and develop mechanisms for Trustworthy and Responsible Artificial Intelligence.

A Memorandum of Understanding was signed between Amrita Vishwa Vidyapeetham and the Telecommunication Engineering Centre (TEC), the technical arm of the Department of Telecommunications, Ministry of Communications, Government of India, on February 14, 2024.

The collaboration focuses on Trustworthy and Responsible Artificial Intelligence Systems, bringing together Amrita’s academic and research expertise and TEC’s role in developing standards for telecommunications and related ICT systems.

The partnership seeks to strengthen research around responsible AI, particularly in areas relating to bias, fairness, reliability and public trust in Artificial Intelligence systems.

Responsible AI is becoming increasingly important as Artificial Intelligence and Machine Learning systems are deployed in applications that can influence information, services and decision-making.

A critical component of trustworthy AI is ensuring that AI systems can be appropriately assessed for issues such as bias and fairness.

TEC has developed a Standard for Fairness Assessment and Rating of Artificial Intelligence Systems, following extensive stakeholder consultation. The Amrita–TEC collaboration aims to build on this work by developing tools that can systematically assess bias risks and contribute to frameworks for evaluating the fairness and reliability of AI technologies.

The Government of India described the collaboration as an initiative that can help bridge academia and government, encourage rigorous research and contribute to India’s leadership in Artificial Intelligence.

The MoU was signed by Shri Avinash Agarwal, Deputy Director General, TEC, and Prof. Krishnashree Achuthan of Amrita Vishwa Vidyapeetham, formalising the institutions’ joint commitment and roadmap for the initiative.

From the MoU to TRACK-LLM

The collaboration subsequently progressed into an important initiative under the Government of India’s IndiaAI Mission.

In October 2024, Amrita Vishwa Vidyapeetham, in partnership with TEC, was selected to develop:

Transparency, Risk Assessment, Context & Knowledge for Large Language Models

The project was selected under the AI Governance Testing Framework theme of the Safe & Trusted AI pillar of the IndiaAI Mission.

More than 2,000 proposals were received by IndiaAI from academic institutions, startups, research organisations and civil-society organisations for Responsible AI projects. Following evaluation by a multi-stakeholder committee, eight projects were initially selected across key Responsible AI themes.

TRACK-LLM was the project selected under the AI Governance Testing Framework theme.

Developing Governance Approaches for Large Language Models

The rapid adoption of Generative AI and Large Language Models has created new requirements for responsible AI governance.

LLMs can generate highly fluent responses and are increasingly integrated into education, healthcare, enterprise systems, digital services and AI-powered decision-support applications.

However, evaluating such systems requires consideration not only of technical performance but also of factors such as transparency, risk, context and the reliability of generated knowledge.

TRACK-LLM focuses on governance-testing challenges associated with LLM downstream use cases and deployment.

In August 2026, the AI Governance Testing Framework being developed by Amrita and TEC was again highlighted in reporting on information provided to Parliament under the IndiaAI Mission.

The framework was described as evaluating Large Language Models across parameters including traceability, transparency, risk assessment, contextual understanding and knowledge validation.

The development marks an important progression of the Amrita–TEC partnership—from an initial collaboration on trustworthy and responsible Artificial Intelligence to a focused national initiative addressing the governance of Large Language Models.
